The Program
While remaining in their current positions, eGovernment Fellows participate in a year-long series of learning activities that explore the demands of executive leadership and challenge them to understand and integrate emerging technology into their agencies. eGovernment Fellows develop their individual capabilities while working simultaneously on specific results for their agencies. The Fellows will spend approximately two to three days together every four weeks. In addition, there are opportunities to attend conferences and meetings, as well as participate in on-line activities.
The Program, offered in collaboration with the National Science Foundation, uses a variety of delivery mechanisms and learning modules. It is responsive to developments in the research and government communities and includes proven components of the Council's highly regarded Excellence in Government Fellows program (EIG).
Excellence in Government (EIG) Fellows Program: Leadership Curriculum
The eGovernment Fellows program is offered concurrently with the EIG Fellows program, allowing eGovernment Fellows to participate in many of the leadership activities of the EIG Fellows program. These activities feature three conferences during the year - one focused on building shared vision, the second on leading change, the third on creating partnerships and building coalitions. Each of these conferences brings together more than 150 emerging leaders from across the federal government who exchange ideas, work together to solve problems and learn from each others' experiences.
Information Technology (IT)
The IT component of the eGovernment Fellows program will take the form of professional level seminars, web-based learning modules, exchange forums and participation in IT-related conferences and monthly meetings. Some of the topics covered in 2000-2001 include: Internet Technology; Information Assurance; e-Commerce; Multimedia and Information Presentation; e-Government; Data Integration; Portals; and Accessibility.
Technology Policy Forum
Early in the program year the eGovernment Fellows come together for three days at the Technology
Policy Forum where they receive briefings on the current status of government IT strategies, hot topics in IT research, and IT trends. Experts from government, academia and industry lead these sessions. Leadership Benchmarking Site Visits eGovernment Fellows benchmark public and private sector organizations that have achieved significant performance and results, learning first-hand from experienced leaders at all levels of these organizations. During the 2000-2001 year, Fellows are benchmarking the Federal Technology Service, the Department of Transportation, the Office of Patent and Trademark, Imagitas, MIT, Microsoft and others.
Results
eGovernment Fellows will select results that they will pursue as part of their program year. This grounds the Fellows' work in action learning and provides the government with a valuable benefit. Fellows are encouraged to select significant change projects that have measurable, observable results, engage partners in other sectors and agencies, and help make the transformation to eGovernment.
Continuing Alumni Involvement
The Council's Senior Fellows (alumni) network is comprised of government leaders committed to producing results, collaborating, and promoting innovation. eGovernment Fellows will be invited to join the Senior Fellows network, more than 1200 strong, enabling them to participate in an array of workshops and sessions focused on leadership and building partnerships.
